Hello Jake.
Thank for your questions. It sounds like there may be a few different things going in with that iPhone. First if you are wanting to set Safari back as you default browser you will want to disable any restrictions within the Screen Time Settings of the iPhone that may have removed your ability to select the Safari app. In case it would be helpful I'll actually include a link to an article that walks you through accessing and setting up Screen Time Restrictions. You'll find that article here.
Additionally, once the Safari browser is once again accessible you will be able to take advantage of these recent changes and use the Covenant Eyes extension while browsing Safari. In case they would be helpful you can find instructions on how to set that up in this article here.
