Samsung Galaxy S23 Android OS
I'm thinking about getting a Samsung Galaxy S23. I've read that the FRP (Factory Reset Protection) options on the phone will prevent a factory reset. I'm thinking about an Android OS because I want the device wide screen accountability, the the FRP options and the ability to download apps and without having to use parental controls to turn off the App Store.
My question is can I have a friend set up his own email and password for FRP or does the OS require the email I used when I bought the phone?
Yes I am aware of flip phones I'm also looking into them as well.

Hello Tom,
Thanks for your question. After investigating this issue it does appear to be possible. That being said, it would require adding your friend's Google account to the device which may have other unintended consequences.
According to Google's own Android support page you can sign in with any Google Account previously added and synced to the device as an account or user, but not as a guest. If you can't give this information during setup, you won't be able to use the device at all after factory reset.

I'm sorry I don't have a more definitive answer for you Tom but this is outside of what we normally cover and so I am giving you my best guess based on the information we have available from the makers of the phone.
